About Navy SeaPort-e

Using a web-based e-business procurement portal, the Naval Sea Systems Command (NAVSEA) Warfare Centers established the SeaPort Enhanced (SeaPort-e) Multiple Award Contract (MAC) vehicle to facilitate performance-based service acquisition, leverage buying power, improve business intelligence, and reduce cycle time. SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, Military Sealift Command, Strategic Systems Program (SSP), and the Defense Threat Reduction Agency (DTRA) compete their service requirements using the SeaPort-e IDIQ multiple award contract holders. SeaPort-e provides an efficient and effective means of contracting for professional support services and enhancing small business participation.

Shabas Solutions’ Quality Assurance Program

Shabas maximizes quality by ensuring all team personnel are held accountable for monitoring project deliverables and client satisfaction. Our organizational structure establishes clear lines of authority and responsibility for administrative, technical, and supporting tasks defined and scheduled for each of our programs.

Our quality control program is designed to 1) manage effectively task order by task order, as well as the contract 2) adhere to professional standards, and 3) meet mutual expectations through continuous communications and feedback.

To that end, Task Order Managers, develop task specific Quality Assurance Plans (QAPs). Shabas provides full visibility and transparency of our Quality Assurance processes to staff, management, and our SeaPort-e sponsors. We monitor specific performance metrics (e.g. participant surveys, supervisor survey data, key benchmark studies) to identify emerging trends and areas of improvement. Performance data is then reviewed by Task Order Managers to enable re-assignment of resources or changing pace or changing focus, as required by task activity requirements, capacity constraints, and SeaPort-e sponsor priorities. A range of performance measurement techniques may be applied such as random sampling; 100% inspection; Procedural Compliance, or spot checks. These Quality Assurance Surveillance methods provide early defect remediation and identify trends that would lead to process improvements.

In addition, we also conduct periodic satisfaction surveys to obtain an accurate and current understanding of customer satisfaction with Shabas’ programs and services. This is critical to ensuring we hear the voice of the customer. We also provide survey data access to Shabas and client program management to communicate the results of continuous program monitoring.

With experience in program management, financial management, logistics/supply chain management, and training/outreach, we have the expertise to monitor and respond to issues immediately as they occur within our client base.
