Our Team

Mr. Somnath Mishra (President)

Mr. Mishra, President Shabas Solutions, is a PMI certified Project Manager/Management Consultant with over twenty years of experience in the fields of management advisory, financial management, and information technology. During his career, Mr. Mishra gained extensive experience as a Management Consultant for both large Federal Government agencies and Private Corporations with extensive experience in the areas of conducting studies and analysis, program assessments, standardizing business processes, defining business requirements, designing system functionality, architecting complex financial systems, , and managing large-scale ERP implementation projects. His past affiliations include Deloitte Consulting, PriceWaterhouseCoopers LLP and Oracle Consulting. Mr. Mishra is a graduate of Indian Instiute of Technology (IIT), Kharagpur and holds dual-M.S. degrees in Computer Science and Management from Georgia Institute of Technology, Atlanta.

 

Mr. John Handy (Senior Advisor)

Mr. Handy created and led Logistics Management Institute's (LMI) Health Division, consisting of two major groups: the Health Systems Management group and Health Finance Systems group. That division advises federal healthcare organizations through policy analysis and development, process improvement studies, organizational strengthening recommendations, health economics analyses, and development of information management tools. Under his leadership, the division helped the departments of Defense and Veterans Affairs migrate from government operated supply systems to a well-established commercial infrastructure for both pharmaceutical and medical and surgical items; recommended to the Centers for Medicare and Medicaid Services (CMS) ways of revitalizing their process for evaluating and awarding managed-care contracts that serve Medicare beneficiaries, while improving its understanding of the complex managed-care marketplace; helped the Department of Health and Human Services (HHS) position itself to quickly respond to communities with needed supplies after incidents of chemical and biological terrorism or pandemic disease; and helped the U.S. Department of Agriculture to create a National Veterinary Stockpile to respond to similar incidents with domestic livestock. Mr. Handy has more than 35 years of experience managing federal programs, first as an Air Force officer, then with 30 years of service to federal customers at LMI, and as a military reservist where he retired in 2005 as a Major General from the Air National Guard. Mr. Handy received his undergraduate degree from Georgia Institute of Technology in Industrial/Systems Engineering, and completed his Master's degree in Engineering Administration at George Washington University.

 

Mr. Steve Mahaney (Senior Advisor)

Mr. Mahaney, retired Director, HHS Logistics Policy and Special Projects has over 35 years of experience in developing and directing government logistics programs (personal property, supply, transportation and fleet and travel and acquisition/e-commerce to support business segments. Mr. Mahaney has led Federal and HHS teams for the development of organizational improvement, operating plans, management information systems, policies and standards and in building client relationships as well as vendor and partner management. Expertise in leading large scale, executive sponsored programs from strategic planning to implementation and delivery. Create marketing campaigns, customer communication programs and internal incentives to promote logistical business consolidation, customer satisfaction, retention and growth. Mr. Mahaney received his Bachelor's degree in Political Science and Public Administration from American University.

  • Management Advisory: Conducted a Department-wide study of asset management operational practices at the Department of Health and Human Services.
  • Financial Management: Conducted payment audit and error rate review for federal receivables at Securities and Exchange Commission.
  • Logistics Management: Provides support for departmental level policy, program operations, and Property Management and Information System (PMIS) O&M support at HHS Program Support Center (PSC).
